Suspended (pending) or triggered transaction status Options

Dear sirs, I'd like to know if Paypal is able to manage something similar to a "suspended status" (pending) in the payment process. I'm going to explain better the scenario:
the idea arises from an example occured to me some time ago: when I had to make Apple repair my Iphone, the helpdesk team arranged a pick-up of the damaged smartphone and let me have the new one before receiving from me the wrecked one, but, in the meanwhile, they suspended (froze) a certain amount of money from my VISA credit card, as a safing option (like a warranty or insurance). Then when i let them have the damaged Iphone they relesed the frozen money from my VISA.
This seemed to be some kind of conditional triggered status of the transaction.
In case this kind of workflow could be possible with PAYPAL I will be grateful if you can address me to some technical docs in order to show to my developers team the starting point of this interesting implementation.
