Is response to VERIFIED needed? Options

I'm having trouble satisfying PayPal's requirements for IPN processing. I'm getting the VERIFIED response from PayPal to my echoing of the parameters they send. But then they keep resending the IPN notifications - they tell us that they're not getting the correct response from us. Am I supposed to send them a response to their VERIFIED response? If so, what are the details of what that response should be? Or are there other circumstances under which I would get the VERIFIED response even though I haven't met their requirements?

If PayPal keeps hitting your IPN page, it indicates that your script is giving them a server error. Please check your server error logs to see if your IPN script is giving a server error.
PayPal needs an HTTP 200OK response from your webserver. It does not care about verified or any other response from you, it simply needs a 200OK server response and that happens when they hit your IPN page and no script error is given.
